RESOLUTION NO. 2008-127


RESOLUTION ESTABLISHING CHARTER STUDY ADVISORY COMMITTEE


WHEREAS, Cranford citizens voted in November 2007 in favor of a non-binding referendum to study the possibility of changing the current form of government; and


WHEREAS, in direct response to the non-binding referendum the Township Committee desires to create a Charter Study Advisory Committee to determine whether or not the Township should have a directly-elected Mayor and, if so, determine what form of municipal government would best serve the community;


NOW, THEREFORE, BE IT RESOLVED that the Township Committee hereby establishes the Charter Study Advisory Committee; and


BE IT FURTHER RESOLVED that the mission of the Charter Study Advisory Committee shall be: To study and make a recommendation as to changing the Township of Cranford’s form of government to provide for a directly-elected Mayor of the municipality; and


BE IT FURTHER RESOLVED that the following criteria shall guide the work of the Charter Study Advisory Committee:


  • Provide monthly reports/updates to the Township Committee;

  • Submit a final report/recommendation to the Township Committee within three (3) calendar months of its appointment, or no later than July 1, 2008;

  • Sponsor at least one public forum to obtain public input;

  • Provide an estimate of the cost associated with changing the form of government;

  • Obtain input from at least one municipality utilizing each different form(s) of government being considered;

  • Obtain input from at least one municipality which has recently changed its form of government to the form being considered; and


BE IT FURTHER RESOLVED that the following individuals shall be appointed to the Charter Study Advisory Committee, which shall consist of seven (7) citizens and two (2) alternates: The members shall be Edwin Force, Pastor Edwin Hann, Rosalie Hellenbrecht, who is hereby designated Chairperson, Anthony Mack, John Mallon, Michael Tripodi and Edward Trush. Andis Kalnins shall be Alternate No. 1, and Daniel Thorn shall be Alternate No. 2. Township Committee Member Michael Plick shall serve as the Township Committee Liaison to the Charter Study Advisory Committee; and Carl R. Woodward, III, Esq., Legal Counsel for the Township of Cranford, shall provide legal support for the Charter Study Advisory Committee.
